Community Oriented Patrols for Students- C.O.P.S.

PURPOSE
To provide a highly visible, pro-active, security patrol and community service utilizing Undergraduate Students. To supplement community policing activities of the police department by having students work in cooperation with the department.
The C.O.P.S. officers are assigned to various administrative and security duties as well as foot patrol, parking enforcement, and other law enforcement functions as delegated by the department coordinator. The goal of the program is to provide Undergraduate Students the opportunity to work with the Campus Police Department so they better understand the functions, responsibilities and duties of the department and a law enforcement officer.
Application: There are several methods to become a member of the C.O.P.S. Program:
- Apply through their respective program for an internship. (Usually reserved for Juniors and Seniors)
- Successfully completing an internship in the C.O.P.S. Program, the enrolled student may apply to the department for continued employment in the Program
- Apply directly to the department for participation in the Program (dependent on funding)
C.O.P.S. as an Internship: Any Undergraduate Student interested in the program should contact their respective Division for approval to this internship. If their Division approves their participation in the C.O.P.S. Program as an internship, they will be required to fulfill their Division’s requirements for an internship as well as the requirements of the Program listed in Section D of this policy. Any requests for assignment to C.O.P.S. will be reviewed by the program coordinator to ascertain suitability for assignment. Stockton College policy does not allow for an intern to receive compensation for the time they are assigned as an intern.
A. Requirements of a C.O.P.S. Participant: All members of the C.O.P.S. Program will be required to complete the following prior to entry into the Program:

The Student must be in good physical condition and have no medical ailment or condition that would preclude him/her from performing the duties of a C.O.P.S. officer.

The Student will be subject to a thorough background investigation conducted by the program coordinator and have no liabilities that would preclude their participation in this program. C.O.P.S. officers may encounter confidential information and a candidate officer should have the maturity and integrity necessary for these situations.
- The student will be required to pass the introductory training program for C.O.P.S. The Program will consist of training in: Basic Patrol Procedures, First Aid, AED, Radio Procedures, Report Writing, Leadership, Campus Safety, Care of Equipment, Community Policing and other topics. A passing grade will be required to continue in the Program.
- The Student, if participating as an intern, shall be required to complete the mandates of the Criminal Justice internship program.
- C.O.P.S. officers may find themselves in situations that are dangerous. Although the intent of the program is not designed to have a C.O.P.S. officer in a precarious situation, the law enforcement profession is dynamic and any situation may develop very quickly. As such, the C.O.P.S. officer needs to be aware of this danger. C.O.P.S. officers may be required to sign a release of liability as may be required by Stockton College policy.
- The Police Department will issue uniforms to the C.O.P.S. officers which shall be worn while on duty.
B. Assignments: All C.O.P.S. assignments will be the responsibility of the C.O.P.S. program coordinator. A monthly schedule should be completed by the 20th of the preceding month and forwarded to the Chief of Police for approval. C.O.P.S. officers should not participate in the program for more than 20 hours a week. Their assignments may include, among other tasks, foot patrol in selected areas, security posts in specific areas, administrative tasks, escorts for students/staff/faculty as needed, parking enforcement of college regulations when assigned, mobile patrol with a member of the police department, training, and other assignments as delegated by the program coordinator.
C. Continued Participation: Continuing in the C.O.P.S. Program after completion of an internship will depend on funding and recommendation of the program coordinator to the Chief of Police. At the end of each semester the C.O.P.S. officer should indicate their desire to continue in the Program and the coordinator should make recommendations as appropriate to the Chief of Police prior to commencement of the new semester. C.O.P.S. officers will be paid at a rate consistent with their experience, duties, and responsibilities. They will be considered temporary employees of the College if they are paid Program members.
